The Madison School Board may meet this afternoon to approve a collective bargaining agreement with its teachers union before a Republican law to strip collective bargaining takes effect, a district official confirmed Friday morning. District and union officials began meeting at 9 a.m. Friday to hammer out a final agreement.

Madison Teachers Inc. (MTI) has tentatively scheduled a general membership meeting for 7 p.m. at the Dane County Coliseum to ratify an agreement. The urgency comes as Gov. Scott Walker signed the collective bargaining bill Friday. However, it remains unclear when the bill will take effect. The Secretary of State’s office must publish the bill within 10 business days of it being signed. The bill would take effect the day after publication.

Secretary of State Doug La Follette, a Democrat, has not determined when he would publish the bill, office administrator Ann Bloczynski said.

Once the bill takes effect, it would apply to school districts and municipalities that do not have a collective bargaining agreement in place. Those with an agreement wouldn’t be affected until their agreements expire or are amended, according to the Legislative Fiscal Bureau.

Today Governor Walker’s office released more specific examples to show how collective bargaining fiscally impacts government.

Example #1 Paid-Time Off for Union Activities
In Milwaukee County alone, because the union collectively bargained for paid time off, fourteen employees receive salary and benefits for doing union business. Of the fourteen, three are on full-time release for union business. Milwaukee County spent over $170,000 in salary alone for these employees to only participate in union activities such as collective bargaining.

Example #2 Surrender of Management Rights
Because of collecting bargaining, unions have included provisions in employee contracts that have a direct fiscal impact such as not allowing management to schedule workers based on operational needs and requiring notice and approval by the union prior to scheduling changes. As county executive, Walker attempted to reduce work hours based on budget pressures and workload requirements by instituting a 35-hour work week to avoid layoffs, which the union opposed. Additionally, government cannot explore privatization of functions that could save taxpayers money.

Along with this release Governor Walker’s spokesman, Cullen Werwie, released the following statement:

Unfortunately for the millions of taxpayers who are currently paying these Senators’ salaries and benefits, Senator Julie Lassa and her 13 colleagues decided to take a 6 day vacation to Illinois to get ‘to know a lot of my fellow caucus members.’

People Suck

Not all people suck I guess, but just a lot of people that I come across every day.

1. My coworkers (i'm the intern) always go out to lunch together downstairs in the cafeteria. I go cook my food and meet them downstairs. Except today, when I went downstairs, they werent there. I waited and waited and still no sign, so I ate my food. When I came back upstairs, I found out that they decided to go out to lunch and left me here. I of course am not going to make a big deal out of this...Fuck them.

2. Dont turn around and ask me to stop kicking your seat. I cant help it when you put your seat back as far as you can go and my knees cant move anywhere ya selfish ass.


I'm sure they'll be more throughout the day.

Perhaps surprisingly, Carville wants the moratorium on off-shore drilling to be lifted as quickly as possible:

“The moratorium is wrecking the economy down here…you take fishing and you take petroleum away down here and you don’t have a whole lot left.”

It goes without saying, that Carville thinks more “stringent regulations” should go hand-in-hand with a return to drilling but “properly regulated and properly done…it can be done much much better.”

On Rand Paul and the Civil Rights Act.


"I think Rand Paul is right in his clarifications. But what he means and his interpretation of the impacts of the impacts of the Civil Rights Act , he’s right on when he says he’s a supporter of Civil Rights, he’s a supporter of the Civil Rights Act and equal rights. He would have marched with Martin Luther King, he said, and he will oppose any acts to diminish or erode away any aspect of the Civil Rights Act."
