Because he's a child that has never been forced to grow up and be an adult. A child who has been sheltered, protected, and forgiven because of his privileged status of being born into a powerful and corrupt family.
A child who ran from his responsibility to serve his country, despite having every exception and consideration made for him to start with.
A child who couldn't resist the attraction of drugs and alcohol, and didn't have the courage or inner strength to overcome his addictions, because he never had to before.
A child who treats others as if they are beneath him. And he honestly, truly believes he is superior to others, regardless of their intellect or achievements on their own, without help from people in power.
A child who was able to botch his way through a Presidential campaign - twice - and still win because it was given to him.
A child who has staged public relations stunts from the very moment he took office, including, very possibly, the biggest one of all: 9/11.
So it really comes as no surprise that he would play games with a visiting foreign dignitary, because playing games is what he does best and is normal behavior for him.
Life is just a big game to George Bush, and the American people and troops are just pieces on the game board. Pieces to be shoved around at the spin of the dice, at a whim, or hurled across the room in a fit of anger because things aren't going his way.
