Rudolph William Louis Giuliani III KBE (2) or Rudy G. (born May 28, 1944 in Brooklyn, New York) served as the Mayor of New York City from January 1, 1994 through December 31, 2001. He is currently Chairman and Chief Executive Officer of Giuliani Partners LLC, which he founded in January 2002, and a name partner in the Houston-based law firm Bracewell & Giuliani LLP. (1)

Biography
In 1993 Rudy was elected mayor and by April 1999, Giuliani's approval rating had dropped to 40 percent. A year later, his failing marriage had become a daily tabloid soap opera. (11)

He tried to increase his popularity based on the September 11 myth and used it to extend his term as Mayor for another three months and if they didn't like that, he'd run for another term. George W. Bush wanted Rudy to run the Department of Homeland Security, however Rudy appointed Bernard Kerik. (3)

Rudy also featured in the London's 7/7 where he said the London terror strikes were an "eerie reminder" of 9/11 (10). A lot of people thought that his presence in London was also an "eerie reminder."

Giuliani has been plagued by scandals such as his partner Bernard Kerik being convicted of improper actions while in office and being alledgely linked to organized crime. (1)

Diebold Election Systems used Greenberg-Traurig to hire Robert Harding (5), former deputy mayor for Rudy Giuliani, to promote their electronic voting systems (4) during the 2004 Elections.

And there are many persistent rumors that Rudy wants to run for President in 2008 as well. (1)

New York City’s Office of Emergency Management (OEM), which is located in World Trade Center Building 7, organizes a bio-terrorism drill where militant extremists attack the city with bubonic plague and Manhattan is quarantined. Various high-level officials take part, including Mayor Rudolph Giuliani, OEM Director Richard Sheirer, Fire Commissioner Thomas Von Essen, and Police Commissioner Bernard Kerik. Agencies and organizations that participate include New York City Fire Department, New York City Police Department, the FBI, and the Federal Emergency Management Agency (FEMA). (7, 8)

Rudy Giuliani is told by his chief of staff that the White House knew of seven planes that are unaccounted for. (9, 8)

Rudolph Giuliani told ABC News's Peter Jennings about the temporary headquarters that he and staff had set up at 75 Barkley Street: "We were operating out of there when we were told that the World Trade Center building was gonna collapse." (6) He had heard about it between 9:25 a.m. and 9:45 a.m. (8)

On 9:58 a.m. about one minute before the WTC 2 falls, he is able to reach the White House by phone learns the Pentagon has been hit and he asks about fighter cover over New York City. Henick replies, “The jets were dispatched 12 minutes ago and they should be there very shortly, and they should be able to defend you against further attack.” (9,8)

On 11:02 Rudy Guiliani urges citizens to stay calm and in their homes, except for those living south of Canal St., who are politely urged to run like hell. (15)

National Law Enforcement and Security Institute held a conference called "Homeland Security: America's Leadership Challenge" in Chicago on 6 Sept 2002. The star speaker is Rudolph Giuliani. One of the other speakers is CIA man John Fulton. Here is the crucial sentence from the promotional literature for the conference:

There was a strange inconsistency about Rudy finding out that the WTC where being hit, but I can't find it.
