What I keep coming back to is how easy and cheap FULL PAPER BALLOTS actually are. When I say FULL, I mean no optical scanners, no touchscreen voting machines -- NO MACHINES AT ALL!
Here's why:
They take less than 1 week to prepare (design, print, deliver)
They are relatively inexpensive: 10,000 couldn't cost more than $10,000 -- Compared to a SINGLE voting machine at $10k+
They are EASY to count and verify with multiple parties viewing and cross-checking.
If a ballot is too complex, separate ballots can be made: 1 for the "biggies" (congress, senate, Governor), and another (or more) for state-initiatives, etc.). You get 2 or 3 ballots, make your BIG X's on the votes you want, and you turn in 2 or 3 ballots!
They are, obviously, WONDERFULLY RE COUNTABLE!
Finally BOY ARE THEY A LOT HARDER TO RIG -- with computers, ONE SINGLE SECOND and ONE MILLION VOTES POOF! How much effort to poof ONE MILLION Paper Ballots??? WAAAAAAAY MORE!
So the big question is "How to create the conditions for local BOE's to say PAPER BALLOTS ARE EASY"??
Any ideas?

The Machines are going to fail you and fail democracy!
It's not about being the FASTEST at counting, but being the MOST ACCURATE!
... My favorite: "If you're caught cheating this election, you're gonna be LYNCHED!" LOL
Any other ideas of general memes that can inspire BOE's to go back to the tried and true FULL PAPER BALLOTS??
