16. Military necessity does not admit of cruelty--that is, the infliction of suffering for the sake of suffering or for revenge, nor of maiming or wounding except in fight, nor of torture to extort confessions. It does not admit of the use of poison in any way, nor of the wanton devastation of a district. It admits of deception, but disclaims acts of perfidy; and, in general, military necessity does not include any act of hostility which makes the return to peace unnecessarily difficult.

Conservatism as practiced by Bush and his true believers is more about pulling back than going forward. We see them pulling back on science and replacing it with the convenient political theory of the day. We see them pulling back from religious freedom, only accepting those with similar interpretations of sacred text. We see them pulling back from the American Dream, reserving it only for the corporate aristocracy. We see them pulling back from education, replacing it with the familiarity of their fears and superstitions. We see them pulling back from Liberty, replacing it with the comfort of a narcissistic dictator who defines reality and what freedoms to grant to subjects.

One of the last great Republicans, Theodore Roosevelt said, "A great democracy must be progressive or it will soon cease to be great or a democracy."
