The guy is riding his bike in the bike lane unless there are obstructions, as he points out in the video.

If there is, for example, a truck parked in the bike lane, his choices are:
  1. Merge carefully into the road -- which is entirely legal -- until it's safe to go back into the bike lane.

  2. Wait politely behind the truck while 75 cars, trucks, motorcycles, and buses go past until the road is clear as far as the eye can see, then ride in the road for 20 feet.

  3. Ride on the sidewalk for 20 feet, then get back in the bike lane, thus endangering pedestrians -- because bikes don't belong in a motorized vehicle lane, ever.

  4. Walk with his bike on the sidewalk for 20 feet, then get back in the bike lane -- because bikes don't belong in a motorized vehicle lane, ever.

Nothing in this video defends bicyclists who want to ride in regular traffic when a bike lane is available.
