CERT (Corrections Emergency Response Team) is called in to control the inmate, the idea is to subdue with minimal risk to the inmate and the guards. What it sounds like to me is they (the interrogation staff over the detainees) perverted the "take down" and it was used to control and intimidate a detainee that was compliant and that didn't pose a danger or a threat to himself of others.
