CERT (Corrections Emergency Response Team) is called in to control the inmate, the idea is to subdue with minimal risk to the inmate and the guards.

http://forums.prisonofficer.org/main-contr... What it sounds like to me is they (the interrogation staff over the detainees) perverted the "take down" and it was used to control and intimidate a detainee that was compliant and that didn't pose a danger or a threat to himself of others.
