Democracy Group Gives Donors Access to McCain

As Senator John McCain waited to speak at the annual awards dinner of the International Republican Institute, a democracy-building group he has led for 15 years, lobbyists and business executives dominated the stage at a Washington hotel ballroom.


First up that night in September 2006 was the institute’s vice chairman, Peter T. Madigan, a McCain campaign fund-raiser and lobbyist whose clients span the globe, from Dubai to Colombia. He thanked Timothy P. McKone, an AT&T lobbyist and McCain fund-raiser, for helping with the dinner arrangements and then introduced the chairman of AT&T,Edward E. Whitacre Jr., whose company had donated $200,000 for the event.

Today, with a budget of about $78 million and 400 employees working in 70 countries, the Republican institute has grown in size and stature. Its recent work has included organizing debates for candidates in Iraq, conducting a rare public opinion poll in Cuba and training political parties in Belarus.

Yet while the institute says its activities are nonpartisan and peaceful, left-leaning groups have long accused it of improper meddling in pursuit of a neoconservative agenda. A former American ambassador to Haiti has asserted that institute operatives undermined reconciliation efforts among Haitian political rivals, contributing to a coup in 2004. Two years earlier, the institute was criticized after its president at the time, George A. Folsom, praised a coup attempt against Venezuela’s leftist president, Hugo Chávez.

Major staffing decisions and appointments are a board matter; as chairman, Mr. McCain has played a significant, often decisive, role. His early choices show an attempt to balance the demands of politics, professionalism and personal loyalty. Bucking party officials, Mr. McCain successfully pushed for R. Bruce McColm, a human rights expert who was not an active Republican, to replace Mr. Buechner. John Dowd, the senator’s personal lawyer in the Keating Five scandal during the savings-and-loan crisis, became the institute’s general counsel, and Mr. Craner became vice president.

International Republican Institute
Loosely affiliated with the Republican Party, the International Republican Insitute (IRI) works closely with the the National Endowment for Democracy and United States foreign policy instruments, including the U.S. Department of State and U.S. Agency for International Development, to support economic and political development programs around the world. The organization is almost exclusively funded by the U.S. government and related agencies.
IRI's stated mission is to "support the growth of political and economic freedom, good governance and human rights around the world by educating people, parties and governments on the values and practices of democracy." However, it has also been linked to efforts to foment a violent military coup in Haiti. Max Blumenthal reports that Stanley Lucas is the program officer for the IRI's Haiti program. <1>

Did the Bush Administration Allow a Network of Right-Wing Republicans to Foment a Violent Coup in Haiti?
We speak with Max Blumenthal contibutor to Salon.com and author of a new investigative piece that examines the role of the United States in destabilizing the democratically-elected government of Jean Bertrand-Aristide through the International Republican Institute, a federally-funded, nonprofit political group backed by powerful Republicans close to the Bush administration.

The IRI, a nonprofit political group backed by powerful Republicans close to the Bush administration, initiated the destabilization of Aristide’s government by imposing harsh sanctions, training Aristide’s political opponents and encouraging them to reject internationally-sanctioned power-sharing agreements. Haiti’s political crisis eventually escalated into violence until Aristide was overthrown in February of this year in what he calls a modern-day kidnapping in the service of a coup backed by the United States.

MAX BLUMENTHAL: Well, to tell you about Stanley Lucas, and he is the program officer for the International Republican Institute, or I.R.I.‘s Haiti program. I.R.I. is active in 50 countries worldwide on a mission to “promote democracy”. In many of their programs, through their means, what they have demonstrated is something quite different. They have demonstrated—I.R.I has demonstrated a penchant for backing opponents in regimes deemed hostile to the U.S. and specifically to conservative interests, and I.R.I.’s program in Haiti has been probably its most bellicose thanks to Stanley Lucas. In Haiti there’s two sectors of Haitian society that are the traditional obstructionists to progressive change. Number one, that’s the industrial sector of the mulatto elite who run the sweatshops and lead the civil society wing of Aristide’s opposition. And two, there’s the military, which guarantees the conditions by which the elite can operate their sweatshops. Aristide disbanded the military in 1995, so, you know, the military hates him. Stanley Lucas is a bridge between these two sectors. He was schooled in Haiti’s finest schools with members of the mulatto elite. At the same time, he comes from a wealthy land owning family close to the Duvalier regime, which ruled Haiti with an iron fist for decades. His family is close to the military. Two of Stanley Lucas’s cousins massacred—organized a massacre of 250 peasants, in 1987, who were protesting for land reform after the Duvalier regime crumbled. The massacre—it was a terrible massacre documented by Amnesty International and described to me by someone who witnessed it firsthand. You would think that someone from this background wouldn’t be able to get a position at a group like the International Republican Institute that promotes democracy. However, Stanley Lucas is a valuable asset to them. He is a judo master who allegedly trained the military in counter insurgency tactics after the Duvalier regime collapsed. He was hired in 1992, but I don’t know why he was hired. When I asked I.R.I.‘s communications director why he was hired, he refused to tell me why, or what his duties consisted of between 1992 and 1998. A lot of people I spoke to suspect that Stanley Lucas is a CIA asset, including former ambassador—former U.S. Ambassador in the region. So, when Stanley Lucas was hired in 1992, the country was controlled by a military junta called FRAPP, which had ousted Aristide in 1990—in the first coup in that country. Frappe was busy massacring thousands of Aristide supporters. One off the recorded sources, who lived with Lucas, working with Lucas, in Haiti, told me he saw documents indicating that while Lucas was working for I.R.I., he was being paid by Michelle Francois, who was a notorious FRAPP leader. Stanley Lucas is an impeccable dresser, a smooth operater and a lady’s man with a broad smile and childlike demeanor that will put his enemies at ease. You have behind that facade an evil man who has been given way too much power. In my piece, I compared him to Achmed Chalabi, because Stanley Lucas is a card-carrying Republican who managed to ingratiate himself with powerful Republicans in Washington. He lobbied for the opposition to Aristide and managed to tie quite a bit of funding to them and introduced a number of Aristide’s most virulent opponents to powerful Republicans in Washington. When I.R.I.‘s campaign to destabilize Haiti began in earnest in 1998 with a $2 million grant in mostly taxpayer money from the U.S. Agency for International Development, Lucas hosted some of Aristide’s most virulent opponents in political training sessions. What he did was he merged all of these disparate groups into one big party called the Democratic Convergence. Now, the Democratic Convergence is not a traditional political party, it’s more like the political wing of a coup, because the strategy that it took was to forego the democratic process entirely. Boycott elections and initiate what seemed like an endless sequence of provocative protests. Between 2000 and 2002, the Democratic Convergence rejected over 20 internationally sanctioned power sharing agreements which heightened the tension and provoked more violence. At the time, the U.S. Ambassador, who was named Brian Dean Curran, a Clinton appointee, who was a highly respected career diplomat, uncovered evidence that Stanley Lucas was the one encouraging the Democratic Convergence to reject the compromises and to stay out of the democratic process. When he presented this evidence to the U.S. Agency for International Development, and he asked them to block Stanley Lucas from the program, Bush’s Assistant Secretary for the Western Hemisphere, Roger Noriega, apparently stepped in, and within four months—Lucas was barred for four months, but after four months, he was back. So, when he—when Lucas returned to the program, he retaliated against Ambassador Curran. What he did was he spread salacious rumors in Port-au-Prince in—and in Washington about Curran’s personal life. If I repeated these rumors, it would make Dick Cheney look like Ward Cleaver. It’s unheard of for someone like Lucas to actually sabotage a U.S. Ambassador. Lucas threatened two embassy officials and told them they would be fired once the real—“Real” U.S. policy was implemented. In 2003, Curran was forced to resign in disgust because of Lucas’s activities and the fact that Bush administration seemed to give Lucas their tacit approval. A number of embassy officials I spoke to were removed from Haiti by Roger Noriega for opposing what Stanley Lucas was doing in part. So this whole sad episode that led up to the coup was allowed to occur because of Bush’s policy of studied neglect in South America.

While I was writing the original piece on the history of this foul project, a new ruling from the Ohio EPA allowed this incinerator, located 1,100 feet from an elementary school, to accept even more hazardous waste (anthrax, radioactive waste, infectious medical waste and mixed hazardous waste from Hurricane Katrina) than the original permit that was shrouded in corruption and approved by the Clinton Administration

Clinton and Al Gore promised the residents of East Liverpool, Ohio that they would not allow this incinerator originally approved by Bush '41 to operate. However, a Clinton EPA appointee, recommended by his classmate Hillary Clinton, approved the permit.

This is a tangled tale of corporatism, broken promises and an environmental disaster waiting to happen.

NEW RULING:

Ohio EPA Approves Permit Modification
For East Liverpool Incinerator
Ohio EPA has given final approval for Von Roll America, Inc., to receive, manage and incinerate waste not previously taken at its hazardous waste incinerator located at 1250 St. George Street in East Liverpool.

The permit modification allows the facility to receive and manage mixed infectious and hazardous waste. Typical wastes could include vaccines containing mercury; sharps containing chemotherapy drugs; growth plates and Petri dishes containing hazardous components; and tissue and organs from small lab animals preserved in ethanol or formaldehyde.

Ohio law requires that any infectious waste that also is hazardous waste be managed as hazardous waste. While the permit modification allows Von Roll to accept mixed infectious and hazardous waste, the facility will continue to be prohibited from accepting and treating waste that is only infectious.

On February 21, 2007, Ohio EPA held a public meeting in East Liverpool to discuss the draft permit modification. Comments presented at that meeting and during the public comment period were considered prior to final approval. Issuance of the final permit modification can be appealed to the Environmental Review Appeals Commission (ERAC), 309 S. Fourth Street, Room 222, Columbus, Ohio 43215. Many appeals must be filed within 30 days of the issuance of the final permit; therefore, Ohio EPA recommends that anyone wishing to file an appeal contact ERAC at (614) 466-8950 for more information. The appeal must be in writing and a copy must be received by the Ohio EPA director within three days of filing with ERAC. Further appeals can be made through civil courts.

The permit modification and related materials are available for review at the Carnegie Public Library located at 219 East Fourth Street, East Liverpool, and at Ohio EPA's Northeast District Office in Twinsburg by first calling (800) 686-6330.

Response 2:
Yes, VRA will be authorized under this permit modification to manage anthrax, if it meets
the definition of a mixed infectious and hazardous waste (MIHW). MIHW is defined as
infectious waste that is also hazardous waste. In order to be managed as MIHW, waste
must be both infectious waste and hazardous waste simultaneously. If a waste stream
contained a mixture of untreated anthrax and hazardous waste with hazardous waste
codes, then VRA could request to manage the waste under this permit modification
request. Based upon Ohio EPA knowledge of waste generation, it is unlikely waste
streams containing both anthrax and hazardous waste will be generated.

During the hearing, it was clarified that the citizen was referring to the fact that examples
of possible mixed infectious and hazardous waste streams were provided on two
occasions. The examples provided were not identical on those two occasions, and the
citizen wondered why.

In the VRA news release for their public information meeting held on February 13, 2006,
VRA provided possible examples of MIHW including “...mixtures of these materials are
found during environmental cleanups such as those following the hurricanes that
pounded the Gulf Coast states. It is not uncommon in these and other disasters that
chemicals would be co-mingled with pharmaceuticals and other medicinal materials”.

In the Ohio EPA news release dated February 9, 2007, entitled Ohio EPA Schedules
Public Meeting Concerning East Liverpool Incinerator, examples included “...vaccines
containing mercury; sharps containing chemotherapy drugs; growth plates and Petri
dishes containing hazardous components; tissue and organs from small lab animals
preserved in ethanol...”.

HERE IS SOME BACKGROUND ON THE SITE OF THE EAST LIVERPOOL OH TOXIC WASTE INCINERATOR:

The Problem

The Waste Technologies Industry, Inc. incinerator is located in the floodplain of the Ohio River in East Liverpool, Ohio. The surrounding area is elevated on a bluff, such that incinerator's stack is level with the windows of local buildings. The incinerator is located about 300 feet from homes and just 1100 feet from an elementary school. The location of the facility has been intensely criticized by citizens, scientists, and government officials alike. East Liverpool is located at the juncture of Ohio, West Virginia, and Pennsylvania, approximately 35 miles from Pittsburgh.

Waste Technologies Industry, Inc. (WTI)


WTI has also gained significant political support, as one of the original partners in the corporation was Jackson Stephens. Stephens, an Arkansas investor, was known as a significant contributor to Reagan, Bush, and Clinton campaigns.

U.S. Environmental Protection Agency

The EPA has been accused of having bias in favor of WTI and carrying out decision-making activities without required public participation. The agency also violated rules established in RCRA during the WTI permit application process. EPA admitted such wrong-doing at a hearing before the House Judiciary Committee's subcommitteeon Administrative Law and Government Relations, as well as the Senate Environment and Public Works Committee.

The incinerator failed its March 1993 test burn.<6> Among other shortcomings, its efficiency rating for burning mercury was only 7 percent, as opposed to the required 99.99 percent.

An April 1993 inspection of the facility revealed numerous violations. For example, employees had failed to store some of the hazardous waste in closed containers and were not monitoring the underlying soil conditions, although cracks had already appeared in the incinerator's foundations.

In late June, after a three-year investigation, the Ohio attorney general issued a heavily censored report concluding that, yes, because of all the ownership changes, under state law the incinerator permit was invalid after all. Nonetheless, on August 24, the U.S. EPA ruled that although Von Roll wrongfully failed to register the 1989 ownership change, this did not invalidate the incinerator's operating permit. The EPA just fined Von Roll $64,900 for failing to modify the permit.

On July 28, an EPA whistle-blower charged two senior EPA administrators with fraud for allowing the incinerator to operate despite the decision of the Ohio attorney general. In a memo to U.S. Attorney General Janet Reno, Hugh Kaufman, whose job is to act as an internal watchdog at the EPA, claimed that Deputy Administrator Robert Sussman and Region 5 Director Valdus Adamkus modified the incinerator's permit to grant it "temporary authorization" to operate, even though they knew the permit was legally invalid. He called for a criminal investigation into Sussman, Adamkus, and the "business entities" running the incinerator. (The federal Justice Department has had no comment on Kaufman's charges.)<7>

Clinton Will Not Fight Toxic-Waste Incinerator

More than three months after Vice President-elect Al Gore vowed to block the opening of the nation's newest hazardous-waste incinerator, the Clinton Administration said today that it would not oppose the owner's plan to begin commercial operation of the plant, probably next month.

The decision, which was disclosed today by top officials at the Environmental Protection Agency, came a day after a Federal appellate court in Cincinnati cleared the way for the incinerator in East Liverpool, Ohio, to begin accepting tons of toxic wastes.

But legal experts and a top official of the Environmental Protection Agency said the Federal hazardous-waste law gave the E.P.A. the authority to bar the incinerator from operating and could have halted a test burn that the incinerator's owner, Von Roll Inc., needed before it could begin commercial operation.

The Administration's decision represents a setback for Mr. Gore, who has made a specialty of environmental issues. The Vice President campaigned in the Ohio River Valley with Mr. Clinton last year and twice promised to investigate how one of the country's largest toxic-waste incinerators was built near the center of a densely populated community, where its emissions could blow onto a school, hundreds of homes and several churches.

WHY WOULDN'T THE CLINTONS ACT TO STOP THIS TOXIC WASTE INCINERATOR?:

Stephens Inc. was founded by Witt Stephens, a state legislator's son who parlayed a Depression-era belt-buckle, Bible, and municipal-bond business into an immense personal fortune. After his retirement in 1973, the company was run by his shy younger brother, Jackson (a classmate of Jimmy Carter's at the Naval Academy). Witt Stephens and Stephens Inc. did much to create the economic paradox that is modern Arkansas: a desperately poor state with a scant 2.3 million inhabitants that is nonetheless home to a number of wealthy companies. Without the financial assistance of the Stephens brothers, Sam Walton might have ended his days as the most innovative merchant in Bentonville. Stephens money was also important to the fortunes of enterprises as various as Tyson Foods and Linda Bloodworth-Thomason, the television producer and reigning First Friend. Stephens Inc. is an important client of the Rose law firm, whose chairman, C. Joseph Giroir, made Hillary Rodham Clinton a partner. And back in 1977, Stephens assisted BCCI's infiltration of the American banking system by brokering the latter's purchase of National Bank of Georgia stock held by Bert Lance, former President Jimmy Carter's friend and disgraced budget director.

Jackson Stephens (who turned over the reins to his son, Warren, in the late eighties) and his firm were both substantial contributors to the campaigns of Presidents Reagan and Bush (to the tune of at least $100,000 in 1980 and 1989), but they have been closer still to Bill Clinton (whom Witt Stephens had been known to call "that boy").

On two occasions, once when Clinton was running for reelection in Arkansas in 1990 and again in March 1992, when his battered presidential campaign was broke, the Stephens family saved Clinton's bacon with an infusion of money. Indeed, it may not be too much to say that their Worthen Bank's emergency $3.5 million line of credit saved the presidential campaign from extinction. --L.J.D.

LEAGUE OF CONSERVATION VOTERS GAVE CLINTON ADMINISTRATION A C- FOR THEIR FIRST YEAR:

Washington, D.C. - The League of Conservation Voters (LCV), the self-described political arm of the environmental movement, has given President Clinton a middling grade of "C-plus" overall for "not working up to potential" during his first year in office.

In particular, the League criticized the Clinton Administration for failing to halt Waste Technologies Industries' controversial hazardous waste incinerator in East Liverpool, Ohio.

I am not a scientist or a Ph.D. I am a nurse and a housewife, but my most important credential is that I am a mother. In 1982, I was pregnant with our one and only child. That's when I first learned of plans to build one of the world's largest toxic waste incinerators in my community. When they began site preparation to begin building the incinerator in 1990, my life changed forever. I'd like to share with you some of the lessons I have learned from my experiences over the past seven years.

One of the main lessons I have learned from the WTI experience is that we are losing our democracy. How have I come to this sad realization? Democracy is defined by Merriam Webster as "government by the people, especially rule of the majority," and "the common people constituting the source of political authority." The definition of democracy no longer fits with the reality of what is happening in East Liverpool, Ohio. For one thing, it is on the record that the majority of people in the Ohio Valley do not want the WTI hazardous waste incinerator in their area, and they have been opposed to the project from its inception. Some of our elected officials have tried to help us, but the forces arrayed against us have been stronger than we or they had imagined. Public concerns and protests have been smothered with meaningless public hearings, voodoo risk assessment and slick legal maneuvering.

Government agencies that were set up to protect public health and the environment only do their job if it does not conflict with corporate interests. Our current reality is that we live in a "wealthocracy" big money simply gets what it wants. In this wealthocracy, we see three dynamics at play: corporations versus the planet, the government versus the people, and corporate consultants or "experts" versus common sense. In the case of WTI, we have seen all three.

The second lesson I have learned ties directly to the first, and that is that corporations can control the highest office in the land. When Bill Clinton and Al Gore came to the Ohio Valley, they called the siting of the WTI hazardous waste incinerator next door to a 400 student elementary school, in the middle of an impoverished Appalachian neighborhood, immediately on the bank of the Ohio River in a flood plain an "UNBELIEVABLE IDEA." They said we ought to have control over where these things are located. They even went so far as to say they would stop it. But then they didn't! What has been revealed in all this is that there are forces running this country that are far more powerful than the President and the Vice President. This country trumpets to the world how democratic it is, but it's funny that I come from a community that our President dare not visit because he cannot witness first hand the injustice which he has allowed in the interest of a multinational corporation, Von Roll of Switzerland. And the Union Bank of Switzerland. And Jackson Stephens, a private investment banker from Arkansas. These forces are far more relevant to our little town than the President of the United States! There has always been something incongruous about Stephens Inc. Despite the Little rock firm's attempts to portray itself as a small- city operation that closes for the duck season and got fabulously lucky on a couple of down-home deals like Wal-Mart, it was, at the incinerator's inception, the ninth-largest investment bank in the country. Since it is not headquartered in New York, its dealings are local news, little noticed by the national press, even when they have national implications. And, as a source close to the company once remarked, "The farther you get from Arkansas, the better it looks."

Stephens Inc. was founded by Witt Stephens, a state legislator's son who parlayed a Depression-era belt-buckle, Bible, and municipal-bond business into an immense personal fortune. After his retirement in 1973, the company was run by his shy younger brother, Jackson (a classmate of Jimmy Carter's at the Naval Academy). Witt Stephens and Stephens Inc. did much to create the economic paradox that is modern Arkansas: a desperately poor state with a scant 2.3 million inhabitants that is nonetheless home to a number of wealthy companies. Without the financial assistance of the Stephens brothers, Sam Walton might have ended his days as the most innovative merchant in Bentonville. Stephens money was also important to the fortunes of enterprises as various as Tyson Foods and Linda Bloodworth-Thomason, the television producer and reigning First Friend. Stephens Inc. is an important client of the Rose law firm, whose chairman, C. Joseph Giroir, made Hillary Rodham Clinton a partner. And back in 1977, Stephens assisted BCCI's infiltration of the American banking system by brokering the latter's purchase of National Bank of Georgia stock held by Bert Lance, former President Jimmy Carter's friend and disgraced budget director.

Jackson Stephens (who turned over the reins to his son, Warren, in the late eighties) and his firm were both substantial contributors to the campaigns of Presidents Reagan and Bush (to the tune of at least $100,000 in 1980 and 1989), but they have been closer still to Bill Clinton (whom Witt Stephens had been known to call "that boy").

On two occasions, once when Clinton was running for reelection in Arkansas in 1990 and again in March 1992, when his battered presidential campaign was broke, the Stephens family saved Clinton's bacon with an infusion of money. Indeed, it may not be too much to say that their Worthen Bank's emergency $3.5 million line of credit saved the presidential campaign from extinction. --L.J.D.

Who is the octopussy that might be lurking in the Ohio River Valley? Perhaps we should start by asking shy Arkansas billionaire Jackson T. Stephens. After all, Stephens introduced BCCI from Pakistan to the United States and the WTI waste incinerator to East Liverpool, Ohio. Stephens would be a good sketch artist because he's seen some monstrous scandals in his day. Stephens' family firm is the largest privately owned investment bank outside Wall Street. In September 1977, President Jimmy Carter's Budget Director Burt Lance was forced to resign amid allegations about his bank dealings with Stephens (Stephens and Carter were classmates at the Naval Academy). In 1978, Stephens, Lance and BCCI were charged with violating U.S. security laws. The charges were dropped after the defendants promised not to violate security laws in the future, even though they admitted no guilt.

The New York Post reported in February 1992 that it was Stephens who enabled BCCI to gain a foothold in the U.S. and helped the fraud-plagued bank secretly acquire U.S. banks. In Peter Truell and Larry Gurwin's book, False Profits, perhaps the best account of the BCCI scandal, the authors outlined how opium revenue from Afghanistan Mujahedin fighting the Soviets ended up in the accounts of BCCI, founded by Agha Hasan Abedi. The Post reported that Stephens allegedly introduced Abedi to Lance shortly after Lance resigned.

In 1991, Lance testified that he urged Abedi to acquire a Washington bank holding company, but he denied any knowledge of BCCI's subsequent secret ownership of First American Bankshares. The Post reported that Securities and Exchange Commission documents from 1977 substantiate that the idea originated with Stephens.

During Bill Clinton's 1992 presidential run, Stephens and his son Warren boasted of raising more than $100,000 for the campaign. The Stephens family also owned a 38 percent share in Worthen National Bank that extended a crucial $2 million line of credit to Clinton in January 1992.

Dear Bobby,

As much as I respect your work for the environment and efforts in exposing the election fraud in Ohio that put Bush instead of John Kerry into the White House in 2004, I take offense in your labeling of those who oppose Hillary as "haters". I am a lifelong Democrat who volunteered full time for Kerry Edwards (despite supporting Howard Dean in the primary) inFranklin County Ohio. I started and manage a 300+ volunteer team in my area that worked visibility events, rallies, fundraisers and of course the all important GOTV efforts, not only in my area, but also on the near east side of Columbus Ohio (you will remember that these are the low income Af Am precincts that waited 2-5 hours in the cold, pouring rain to vote Democratic). I personally witnessed the disenfranchisement that you wrote about in your infamous Rollingstone article. After Nov 2nd, I didn't sit home and sulk, I was out on November 3rd organizing an investigation. I joined up with Citizens Alliance for Secure Elections (CASE Ohio) and Freepress. We organized the Fight for Democracy Rally and protests that included Greg Palast, Rev Jesse Jackson and others to bring attention to what occurred. We held hearing including one that brought Congressman John Conyers and members of the House Judiciary Committee Democratic delegation to Columbus to draw attention to our plight since it became obvious very soon that the corporate media was not going to pay attention. After it became apparent that our Democratic leadership, outside of the CBC and a few others were going to turn their backs on those votes, I got involved locally and nationally with election integrity groups and continued investigating. I have stood in cold BOE warehouses copying op-scan ballots. I have hand counted dozens of precincts of ballots in search of the truth. In essence, I got involved because I truly care about what is occurring in this country.

To dismiss my strong opposition of Hillary Clinton as that I hate her, is insulting. It has been suggested that folks like me take issue with powerful women or that we border on pathology in our dislike for Hillary. I am tired of being labeled in such a way when just the opposite is true. I have taken the time and effort to research the candidate and I find her policies as well as her choice in those she has selected as strategists to be against what I believe is best for our country. I believe that her strong alliance with the DLC guides many of her actions. I do not believe this group is working in the best interest of the people of this country. The policies that the DLC espouses are ruining the middle class and helping to prolong the war. It is her support of free-trade, IWR and her recent vote of Kyl-Lieberman that I am against. It is the likes of her strategists: Mark Penn, Howard Wolfson, James Carville and Will Marshall who concern me.

Sometimes, people who agree on many issues (environment, election fraud) simply disagree on others, but to label this disagreement in derogatory terms is an insult. I would like to offer the reasons of opposition to you with links in sections. I hope you take the time to research each, the way you took time to delve into the evidence presented to you on the '04 Ohio vote.

I am convinced that the failure of the DLC to acknowledge Gore's win in 2000 (in fact they blame his "loss" on breaking with the DLC and becoming a populist-i'll post a link below) and their active role in keeping Kerry from challenging Ohio in 2004(thanks to Clinton ally James Carville (also posted below) was calculated as to allow a HRC run in '08. If either would have taken the office they won, then HRC and her corporate cronies would not have had a chance in 2008. Also look how they try to undermine Howard Dean. Anyway, here are some links:

A funny thing happened to Al Gore on the way to his surprisingly effective acceptance speech. He became a liberal.

The speech was as liberal as anything FDR or LBJ or Jesse Jackson or one of the Kennedys might have delivered. It was built around a commitment to fight for ordinary people, against large and powerful interests. This, of course, is precisely what made it effective.

The emotional heart of the speech, Gore's honoring of four ordinary American lives, did not just salute the struggles of workaday families, the way Ronald Reagan often did. It identified who was dishonoring their struggles - corporations. He singled out heartless HMOs who pressure a family to sacrifice a child; drug companies that force a pensioner to choose between food and medicine; corporate polluters; corporations that pay workers inadequate wages.

And he identified the solution: strong, reliable public Social Security; better Medicare; welfare reform that rewards work rather than punishing the needy; higher minimum wages; and more investment in public - not voucher - schools, so that working families don't have to send kids to crumbling classrooms.

What is the evil? Corporate power. What is the remedy? Effective government.

The so-called Democratic Leadership Council has decided that Al Gore should have acted more like a Republican in order to win the 2000 presidential electoral college vote in addition to his nationwide popular vote victory. This strange finding has drawn some attention, including coverage by the Associated Press and the Environmental News Service -- we have a few excerpts from their reports for you here.
Al Gore, the self-styled environmental candidate in the 2000 Presidential election, lost his bid for the White House because he campaigned on an outdated "populist" platform that was too liberal for most Americans, according to a new report drafted by the Democratic Leadership Council.

The 40-page report, titled "Why Gore Lost, And How Democrats Can Come Back," concludes that the Democratic Party must move towards the political right -- towards the Republicans -- if it wants to regain control of Congress in 2002 and the White House in 2004.

Al From, the DLC's founder and CEO, opened a freewheeling discussion forum by arguing that Democrat Al Gore made a huge tactical mistake by continually emphasizing that he would "fight for the people and not the powerful" as the nation's first president of the 21st Century.

On page 344, Woodward describes the doings at the White House in the early morning hours of Wednesday, the day after the '04 election.

Apparently, Kerry had decided not to concede. There were 250,000 outstanding ballots in Ohio.

So Kerry decides to fight. In fact, he considers going to Ohio to camp out with his voters until there is a recount. This is the last thing the White House needs, especially after Florida 2000.

We know the GOP went to all lengths to suppress the Dem vote in Ohio. How far were they willing to go? Were they willing to use justice appointees to postpone a major story on GOP corruption? We are hearing stories of USAs who were fired for NOT using their powers to help win elections, but not the reports to those USAs who were willing. I believe their needs to be some subpoenas issues regarding the postponement of the Noe (Coingate) GOP Scandal.

Seems like Rep Conyers and Rep Kaptur had concerns about a Ohio US Attorney. In a letter in August of 2005 (link at bottom) to AG Gonzales, they write this regarding the Noe investigation:

OF SPECIAL INTEREST NOTE THESE PARAGRAPHS:

"As a matter of fact, the numerous delays in the investigation have already raised the specter of political favoritism. From documents that have been made public, we know that the U.S. Attorney for the Northern District of Ohio, Gregory White, who is leading the federal investigation, had prior knowledge of the losses before the 2004 presidential election, as did the Governor of Ohio and other officials.16 At the same time, no investigation was initiated on these matters until spring of this year.17

The fact pattern present in this case, particularly with the new disclosure that the lead federal prosecutor may well have gotten his job as a result of a political appeal by Governor Taft's office to Karl Rove, make it abundantly clear that a special counsel is necessitated. We urge you to make such a designation immediately to help restore public trust in this very important investigation. "

That letter came after a early July 2005 letter from Rep Conyers to OH US Attorney Gregory White:

Dear Mr. White,

I write to you because of my very serious concerns regarding the manner in which your office has handled the investigation into alleged federal campaign finance violations involving the 2004 Bush-Cheney campaign and other Republican candidates. In particular, I am concerned that your office delayed investigating this very serious matter until after the 2004 presidential election and as a result prejudiced the government's ability to pursue justice in the case.

It is my understanding that on October 13, 2004, the U.S. Attorney's Office for the Northern District of Ohio was provided evidence from Lucas County grand jury proceedings suggesting extensive federal campaign finance violations took place involving Tom Noe, the leading Bush-Cheney campaign official in the region for the 2004 campaign. On the same day, it was reported that your office shared this information with the Justice Department's Public Integrity Section, and that later that day, the Section e-mailed to the U.S. Attorney's Office authorization to investigate the matter. Two days later, on October 15, it was reported that the local prosecutor's office gave their evidence to the FBI.

It has been further reported by the Toledo Blade that you began your investigation into the case around early March 2005. Subsequent news reports stated that federal grand jury proceedings occurred on June 1, 2005, well after the presidential election and approximately seven-and-one half months after the Department was notified of the potential violations.

If this series of events is accurate, the delay may have violated federal guidelines as well as bar rules of professional conduct requiring impartiality and promptness in criminal investigations. First, federal law directs that each United States Attorney "shall prosecute for all offenses against the United States." The U.S. Attorneys' Manual reiterates this requirement and further explains that "their professional abilities and the need for their impartiality in administering justice directly affect the public's perception of federal law enforcement." While I am well aware that the principle of prosecutorial discretion grants your office latitude in determining which cases warrant prosecution, that doctrine in no way permits political considerations—including the fact of a high profile and closely contested election—to intrude on the prosecutorial process....

Lucas County, OH Prosecutor Julia Bates presented US Attorney Gregory White with evidence on Tom Noe on October 13, 2004 (22 days before the November 2, 2004 Presidential Election). Ms Bates, who is a Democrat, was up for re-election (although un-opposed in 2004). Is it coincidental that the Lucas County Democratic Headquarters was burglarized on October 11, 2004?

The Lucas County Democratic Headquarters was burglarized overnight, and three computers, including the party’s main system, were stolen.

The computers contained highly sensitive information, including the party’s financial information, names and personal phone numbers of hundreds of party members, candidates, and volunteers.

The computers also stored e-mails from candidates that included discussion about campaign strategy.

A second computer, belonging to an attorney-volunteer working to ensure voters’ rights, also was taken, officials said. The headquarters on 1817 Madison Avenue does have an alarm system that volunteers believed they set late Monday when they left.

However, it apparently wasn’t tripped during the night. Workers arriving about 7:30 a.m. yesterday noticed the back window had been shattered and called police.

Finally, is there a connection with this interference and the fact that Tom Noe's wife Bernadette Noe was Chair of the Lucas County BOE, (Lucas County is a Democratic stronghold) a county that incurred so many issues that OH SOS was forced to issue this report on the county after the '04 election:

*failure to properly issue hospital ballots in accordance with statutory requirements.
*failure to maintain the security of poll books during the official canvass

*failure to guard and protect public documents ....etc.


-One-half of the ballots printed and used in the 2004 general election in Lucas county were stored in an open space on the fhird floor of the county warehouse with no security measures in place.

-Live ballots were delivered to polling locations a week in advance of the election. Although the ballots were retrieved, one board employee who was assigned to the warehouse informed the SOS staff that he did not believe all the ballots were successfully retrieved.

-Lucas County BOE failed to record or retrieve ballot stub numbers of absentee voters’ ballots as required by statute OH Revised Code 3505.23. It was reported by an elector that her mother had received not one, but three absentee voter ballots. there was no way to determine if similar incidents occurred and if so how many.

-October 4, 2004 was filing deadline for new voter registrations. At that point there were approximately 20,000 unprocessed voter registration applications with less than a month before the election. One mail tray containing 4,500-7,000 (estimates vary) unprocessed “Project Voter” registrations were discovered on or about October 18,2004.

-In late September or early October an employee of the Ohio Republican Party contacted Sam Thurber (*involved with politician wife Maggie Thurber in Noe scandal.) wanting to inspect and have copies made of all recently returned voter registrations, Ohio Republican Party offered to furnish volunteers to assist with copying postcards. No one at the Lucas County BOE can confirm that anyone was assigned to supervise Republican volunteers. On their second day of copying, a BOE employee, Jennifer Bernath, Democratic Booth Official) saw republican party volunteers peeling off the yellow return stickers applied by the post office. (Violation of RC 149.43 (B) (I) , and agruably a violation of 149.351.

Conyers-Kaptur seek special counsel for Noe probe

Dear Mr. Attorney General:

We write to request that the U.S. Department of Justice immediately appoint an outside special counsel to assume the Department's investigation into alleged illegal contributions by Mr. Thomas Noe to federal and state political campaigns. In light of recent disclosures that Governor Taft's office, which is a subject of the investigation, made a direct political appeal to Karl Rove for Gregory White, the U.S. Attorney for the Northern District of Ohio to receive his job, there is little doubt that this is a textbook case for the appointment of a special counsel.

We understand and appreciate that it is not unusual for local and state politicians to use their influence to obtain presidential appointments for their friends and political allies; however, it is unusual, and indeed inappropriate and violative of your regulations, for prosecutors who obtain such appointments to review the conduct of those same individuals and their friends. Regardless of the actual or perceived sincerity or motives of any particular prosecutor, to ask an individual who owes his job to certain politicians to pursue legal actions against those same politicians places the prosecutor in an untenable situation. Whatever actions he or she takes will inevitably be subject to questions of favoritism and bias, calling the entire prosecution into question. This is why the special counsel regulations were promulgated to begin with.

At the outset, we should note that Mr. Noe, who chaired the 2004 Bush-Cheney Campaign for northwest Ohio and managed the State of Ohio's Bureau of Workers Compensation Fund, appears to have been involved in the diversion of millions of dollars from the Fund to unsecured investments in coins and other collectibles.1 Over $12 million in coins purportedly owned by the State of Ohio, and perhaps other collectibles, are missing, including two coins valued at $300,000.2 Further, the State of Ohio now has claimed losses of $215 million dollars as a result of unsecured hedge fund transactions involving MDL Enterprises of Pittsburgh, Pennsylvania.3 It appears very likely that political contributions to both federal and state officeholders and candidates were channeled from these state funds.4 Mr. Noe himself was a Bush Pioneer who raise over $100,000 for the Bush campaign.5 Many political officials have recognized the impropriety of these contributions and thus have returned them, including Ohio Governor Bob Taft and California Governor Arnold Schwarzenegger.6

As you are no doubt aware, under the Department's regulations, you are required to appoint a special counsel when (1) a "criminal investigation of a person or matter is warranted," (2) the investigation "by a United States Attorney's Office or litigating Division of the Department of Justice would present a conflict of interest for the Department," and (3) "it would be in the public interest to appoint an outside Special Counsel to assume responsibility for the matter."7 There is little doubt that all three factors are met in the Noe case.

In this situation, a criminal investigation is clearly warranted and, as a matter of fact, the Department has initiated one. A grand jury has been seated in the Northern District of Ohio and has been deposing dozens of individuals who may have been involved in these illegal activities. Moreover, the Federal Bureau of Investigation has been seizing computers, files, and assets of some of the individuals involved.

Second, there are myriad conflicts of interest for Department prosecutors to continue the investigation on their own. To begin with, the United States Attorneys investigating the case, those for the Northern and Southern Districts for Ohio, both of whom were appointed by President Bush, would be in the untenable position of investigating a leading official of the 2004 Bush-Cheney campaign. We now know that Mr. White has very close connections with the Governor's office and the White House. In fact, recently released records show that Mr. White sought Governor Taft's help in obtaining the U.S. Attorney position.8 The Governor's Chief of Staff, Brian Hicks, apparently communicated with Karl Rove, then a counselor to the President, about Mr. White's interest in the post.9 In an e-mail to Mr. Hicks, Mr. White wrote, "'I believe that my record speaks for itself, and I doubt there are too many county chairs for the Bush campaign that worked harder.'"10 This is the same Brian Hicks who was convicted along with his executive assistant, Cherie Carroll for accepting gifts from Mr. Noe in violation of state law (both are now lobbyists).11 In assessing this prong of the regulations, the test for appointment of a special counsel does not rest on the prosecutor in question's perceived reputation or the characterization of his reputation by others, regardless of their political stripe; it is based on whether the conflict of interest exists at all, which is clearly the case in the present instance.

In addition, on October 1, 2004, one month before the election, the Bush administration appointed Mr. Noe as Chair of the U.S. Mint's Citizens Coinage Advisory Committee.12 Federal legislation was passed for the specific purpose of allowing Mr. Noe's appointment.13 That legislation moved through the U.S. House Committee on Financial Services, before which Mr. Noe had testified14 and to whose Members Mr. Noe had contributed financially. Mr. Noe resigned the U.S. Mint position on May 26, 2005,15 after the circumstances of the appointment were publicized in the media.

Finally, the appointment of a special counsel for this matter would undoubtedly serve the public interest. The allegations of improper conduct reach to the highest-possible levels of federal and state government and pertain to a serious corruption of our democratic system of government. The appointment of a special counsel would demonstrate to the American public the Department's understanding of the importance of and need for impartiality in this case. Also, an investigation by a single special counsel would not be subject to any jurisdictional issues that may be present under the current scenario of two prosecutors. There is little question that high-ranking political officials nationally and at the state level were knowledgeable and involved in these activities. Many questions must be addressed involving the link between alleged illegal campaign contributions, diversion of State funds, their relation to 2005 elections, as well as the federal appointment of Mr. Noe to a federal advisory committee.

The fact pattern present in this case, particularly with the new disclosure that the lead federal prosecutor may well have gotten his job as a result of a political appeal by Governor Taft's office to Karl Rove, make it abundantly clear that a special counsel is necessitated. Will Marshall is one of the founders of the New Democrat movement, which aims to steer the US Democratic Party toward a more right-wing orientation. Since its founding in 1989, he has been president of the Progressive Policy Institute, a think tank affiliated with the Democratic Leadership Council. He recently served on the board of the Committee for the Liberation of Iraq, a committee chaired by Joe Lieberman and John McCain designed to build bipartisan support for the invasion of Iraq. Marshall also signed, at the outset of the war, a letter issued by the Project for the New American Century (PNAC) expressing support for the invasion. KEVIN PHILLIPS: George H. Walker was a real piece of work. I mean, he was a buccaneer. He was sort of a Joe Kennedy, but with a social register type qualification. He got involved in the 1920's with a bunch of Cuban companies, because of his ties to Percy Rockefeller and the National City Bank. They handled a lot of investments in Cuba. He was a director during the 1920's of eight or nine Cuban companies. George H. Walker had ties to the -- investment ties that were independent, so he had invested in some of these companies. One of them turned out several -- several turned out to merge into something called West Indies Sugar. West Indies Sugar became one of the major American companies in Cuba, and George H. Walker Jr., the son of George H. Walker and Prescott, Bush's cousin was a director, held a family seat on West Indies Sugar. Now during the late 1950's, West Indies Sugar was based in the Indy province in Cuba. That's where the Castro insurgency was developing. Castro and his people sort of shook down West Indies Sugar. They used their trucks and hit them up for money and so forth. They were unhappy with the Castro movement. In 1959 or 1960, I forget which year, Castro's people nationalized West Indies Sugar, and at this time George H. W. Bush's uncle was Director of West Indies Sugar. The value of West Indies sugar had been about $50 million and it wound up being virtually peanuts. I don't know how much their stake was. I couldn't begin to guess. It may not have been nearly as much as one would suggest from the bigger numbers. They were an unhappy set of campers when West Indies Sugar went bye-bye.

Now I would like to suggest that the Ds and Gs work together. Instead of creating a wedge between the two parties by hateful rhetoric, perhaps a constructive dialogue would be more appropriate. It would seem to me that the hateful right is creating and perpetuating this division to support their own evil agenda.

GOP dirty tricks: 10 STEPS TO SECURING A WIN FOR YOUR PARTY (right out of Ken Blackwell's playbook)

1. Above all other things put in place a fully trained sympathetic Secretary of State-a position more important than the governor because those who count the votes are more important than the actual voters and how they vote. Make him a multi-millionaire while in office.
2. Misallocate machines to suburban area (esp mega churches who have received faith based $) and away from high dem precincts.
3. Send the oldest most unreliable machines to those high dem (frequently inner city) precincts
4. Forbid election protection or oversea observers anywhere near polling places.
5. Change precinct locations in inner city, African American, Native American , and Hispanic neighborhoods shortly before elections.
6. Have the state GOP send out certifed letters to high Dem precincts, when they are not signed for then assume the voters hav emoved and inform the SOS to remove them (purge) from their voter registrations lists.
7. Distribute false information about previous parking tickets, or other such misinfo to low income inner city neighborhoods causing confusion on date and location of vote..
8. Have this SOS institute directives that must be challenged in court (which of course takes time + money. ex: paper weight for registrations.) While it is being challenged have GOP operatives discard registrations from certain zipcodes (high dem)
9. SOS should issue poor placed signs to poorly trained poll workers, especially in high Dem areas. This will allow for confusion if more than one precinct is in poll location. If voters go to wrong line issue them a provisional ballot (mandated under HAVA with the intention of placating the disenfranchised all while discarding their votes.)
10. Add similar sounding names of certain ethnicities to be added to the purged list (can't be too careful-Choicepoint taught us that in 2,000)


*an added bonus will be if you can convince the state legislature to implement a VOTER ID (with strict limitations-photo, state issued with correct address) thus institution a poll tax on those who are low income, elderly, college students (we don't need any free thinkers votin') and least able to afford the extra cost of ID, and might not have qualifying IDs. This will also aid in confusion on elelction day in precincts where these folks live, adding a bottleneck (read: more long lines) where these voters vote.

I have attempted to define how the GOP stole the '04 election in the most simplistic terms and provided links to support the premises:

I believe we are heading for a train wreck with the upcoming election, and hope this will help define areas to concentrate our efforts in the future. The use of electronic voting machines will allow more methods for stealing. I am an advocate of Hand-counted paper ballots (with strict procedures) and public witnessed counting at the precinct level.

In Franklin and Delaware Counties, election officials had to "shut down and recalibrate throughout the day," according to the Columbus Dispatch. Election officials use recalibration as a code word when machines are malfunctioning including the recording of votes for wrong candidates.

One of them has just surfaced to the staggering tune of 175,000 purged voters in Cuyahoga County (Cleveland), the traditional stronghold of the Ohio Democratic Party. An additional 10,000 that registered to vote there for the 2004 election were lost due to "clerical error."

As we reported more than a year ago, some 133,000 voters were purged from the registration rolls in Hamilton County (Cincinnati) and Lucas County (Toledo) between 2000 and 2004. The 105,000 from Cincinnati and 28,000 from Toledo exceeded Bush's official alleged margin of victory---just under 119,000 votes out of some 5.6 million the Republican Secretary of State. J. Kenneth Blackwell, deemed worth counting.

Mr Anthony’s testimony stated that in Franklin County alone, more than a quarter million voter registrations forms were processed between Jan. 1 2004 and the close of registration in early October. Yet when the registered voter numbers are compared from 2003 to 2004, we see a change of 120,869.

-October 4, 2004 was filing deadline for new voter registrations. At that point there were approximately 20,000 unprocessed voter registration applications with less than a month before the election. One mail tray containing 4,500-7,000 (estimates vary) unprocessed “Project Voter” registrations were discovered on or about October 18,2004.

Answer: The Uncounted.

In Ohio, there were 153,237 ballots simply thrown away, more than the Bush "victory" margin. In New Mexico the uncounted vote was fives times the Bush alleged victory margin of 5,988. In Iowa, Bush's triumph of 13,498 was overwhelmed by 36,811 votes rejected. In all, over three million votes were cast but never counted in the 2004 presidential election. The official number is bad enough-1,855,827 ballots cast not counted, reported to the federal government's Election's Assistance Commission. But the feds are missing data from several cities and entire states too embarrassed to report the votes they failed to count. Correcting for the under-reporting of the undercount, the number of ballots cast but never counted goes to 3,600,380. And there are certainly more we couldn't locate to tote up.

Why doesn't your government tell you this? Hey, they do. It's right there in black-and-white on a U.S. Census Bureau announcement released seven months after the election -- in a footnote to the report on voter turn -- out. The Census tabulation of voters voting "differs," from ballots tallied by the Clerk of the House of Representatives for the 2004 presidential race by 3.4 million votes.

This is the hidden presidential count which, excepting the Census' whispered footnote, has not been reported.

Unfortunately, that's not all. In addition to the 3 million ballots uncounted due to technical "glitches," millions more were lost because the voters were prevented from casting their ballots in the first place. This group of un-votes includes voters illegally denied registration or wrongly purged from the registries.

-U.S. Civil Rights Commission reports that ballots of “non-black” voters were rejected: 1.6% (1 in 63 did not count); while black voter ballots were rejected 14.4% or 1 in 7 African American votes went uncounted.

-The rejection of provisional ballots were cast over-whelmingly in Democratic precincts.

-In New Mexico, 9 out of 10 votes uncounted were cast by non-Anglo voters. (90% of this population vote Democratic.

-Nationally, the total numver of voters voting provisionally was 3,107,490 and the rejection rate was 1,090,729.

Study of Provisionals in Cleveland


From a recent Cleveland study on ‘04:
Almost 1,000 provisional ballots may have been wrongfully rejected because of registration problems alone. At least 944 rejected provisional ballots, mostly classified as “not registered”, were apparently mistakenly purged from the registration lists. Since this error was detected by only one type of search, which did not detect other voters who claimed similar errors, the true number of provisional ballots wrongfully rejected is likely to be higher.
We estimate that 2 out of every 5 provisional ballots that were rejected should have been accepted as legitimate. If we combine incorrectly purged provisional votes, projected votes rejected because of initial registration errors, provisional ballots lost through polling place misinformation and innocent errors filling out the provisional application, it appears that over 41% of rejected provisional ballots (or 14% of all provisional votes) may have been unnecessarily rejected.
We estimate that simply changing residence exposes voters to a 6% chance of being disenfranchised. Youth, the poor, and minorities are disproportionately affected. In fact, with respect to just provisional ballots, we found a two-fold increase in rejection rate in predominantly African-American compared to predominantly Caucasian precincts.

A Defense Department survey on military voting found that 79 percent of military personnel tried to vote in the 2004 presidential election and that 73 percent of those actually voted .

But the survey obscured an important fact: Disenfranchisement of military and overseas absentee voters remains high. Between 30 and 45 percent of these potential voters failed to receive their absentee ballots or received them too late to matter, according to surveys by the National Defense Committee and the Overseas Vote Foundation.

About 1.4 million active-duty members of the uniformed services and 1 million spouses and family members are eligible for absentee voting. In addition, an estimated 4 million U.S. civilians who live abroad are eligible. Yet most states still conduct absentee voting through U.S. mail via a cumbersome three-step process.

Busheviks connected to New Hampshire phone-jamming scheme

Every day brings new surprises in the wild and wacky world of the Bush Monarchy. One day its WMD lies, the next day illegal wiretappings, the next day leaks of classified data, and now news that the Busheviks and the GOP may be central figures in the 2002 phone-jamming scheme that kept New Hampshire Democrats from voting in that year's midterm elections, according to court documents.

Phone records show that Bush campaign operative James Tobin made dozens of calls to the White House in the immediate days leading up to New Hampshire's election for the U.S. Senate seat being vacated by Robert C. Smith. Tobin and two others were convicted in December 2005 of hiring Virginia-based GOP Marketplace on behalf of the New Hampshire GOP to jam another phone bank being used by the state Democratic Party and the firefighters' union to get-out-the-vote for then-governor Jeanne Shaheen. John E. Sununu, the Republican candidate, won 51% to 46%. The phone records show that most calls to the White House were from Tobin, who became Bush's presidential campaign chairman for the New England region in 2004.

Free Press uncovers evidence of ballot tampering in Warren County, Ohio
April 19, 2006

After locking out all media observers and declaring a Level 10 Homeland Security Alert, the Republican-dominated Warren County, Ohio reported the vote tally in the wee hours of the morning on November 3, 2004 -- and gave George W. Bush a surprising 14,000 vote boost. Two election workers told the Free Press that the ballots had been diverted to an unauthorized warehouse where they had been possibly stuffed. That is, punched for Bush only. Maps were supplied to the Free Press showing the locations of the warehouse and the Board of Elections.

Warren County officials refused to allow the Columbus Institute for Contemporary Journalism to handle the ballots, but they did allow us to photograph a few. Richard Hayes Phillips, Ph.D., has analyzed the ballots for the Free Press and concluded that there is evidence of fraud in Warren County. The ballots as photographed with Dr. Phillips' commentary below each ballot are included here for the first time.

The Free Press predicted early on that the ballots would be found punched only for Bush in Warren County. The Moss v. Bush lawsuit pointed to Warren, Butler and Clermont Counties as the three counties that provided more than Bush's entire margin in the Buckeye State: Bush won Ohio by 118,000, and 132,000 votes were supplied in these three southwestern Republican counties.

Ohio GOP Challenges 35,000 Voters

The Ohio Republican Party challenged the eligibility of 35,000 newly registered voters yesterday, an action that party officials said was unprecedented but necessary to prevent election fraud in a state where polls show President Bush and John F. Kerry in a statistical tie.

Most of the 35,000 voters live in urban, Democratic areas, party spokesman Jason Mauk said. Local party officials, joined by Republican National Committee Chairman Ed Gillespie at a news conference, said the voters were mainly registered by "shadowy" Democratic-leaning groups and were chosen after the GOP sent them mail that was returned as undeliverable.
