According to , there were 17.2 billion in earmarks in 2008 and according to the government budget report (), the total on budget outlays were 2.4 trillion. Total earmarks represent seven tenths of a percent of the total budget.

Maybe as someone who is to the left on civil liberties, I'm in the minority. When I searched for polls on the subject, I found that US citizens oppose warrantless wiretapping.
